Every university web governance policy eventually gets negotiated away unless the architecture enforces it. The working split is to centralize the codebase, theme, security updates, and role definitions, and delegate content and editorial workflows to the colleges. Domain Access or Group covers most college structures; true multisite earns its overhead only for a campus that must deviate on compliance, language, or data location.
