Switching your Drupal agency rarely requires rebuilding the site. If you hold access to your code, database, and infrastructure, a new agency can take over the existing build, like swapping one developer for another. A rebuild only wins in narrow cases, such as moving a Drupal 7 site to Drupal 11.
